MLB, players union near deal on tougher drug policy

The new agreement will not only increase the drug penalties, but also implement widespread carbon isotope testing, the official said, hoping to dramatically increase the detection of a synthetic testosterone. There were 14 players suspended last season for receiving performance-enhancing drugs from South Florida wellness clinic, Biogenesis, but none failed a drug test.

The official said first-time offenses will be 80 games, an increase from 50, and a second offense will be for an entire 162-game season instead of 100 games. There will be a lifetime suspension for a third offense.

Also, players who tested positive because of inadvertent use, will now have their suspensions reduced from 50 games to 25. San Francisco Giants reliever Guillermo Mota was suspended 100 games in May 2012 for Clenbuterol, saying it was included in his cough medicine. ​

ESO feedback results in changes to starting area, combat, sub-discount packs confirmed

Elder Scrolls Online is going through a final PC/Mac scale test this weekend, and game director Matt Firor felt it was an opportune time to discuss how feedback has changed the final product.

According to a blog post on the official website, many players felt "too constrained" during the start of the game, up until they reached level 10.

Firor said the game was originally designed in this manner in order to not overwhelm new players and all them to learn the game before "dealing with more challenging situations."

"Because ESO is about choice, we made adjustments to those opening hours of the game in response to the beta feedback," he said. "After exiting the modified, more streamlined tutorial in Coldharbour, new characters now wake up in the first major city of their respective Alliance as opposed to being forced to go through the starter islands. "

Firor also noted the team has adjusted the level curve around the cities, giving players plenty to do without running into enemies that are too powerful at the start - something I noted during my time with the beta.

"If you want to go back and experience these islands, which have been re-leveled to provide a regular content experience, the option is there, but players who prefer can just start exploring the rest of Tamriel," said Firor.

"Another piece of your feedback we've implemented addresses our combat system. We continue to identify ways to make melee combat feel even more substantial. In addition to many tweaks and changes to animations and audio, we've added player collision with NPCs, which means your character will no longer be able to run through NPC enemies. This is a frequently requested feature that we think succeeds in making melee combat more visceral and exciting."

For online support, ZeniMax has also constructed large datacenters in North America and Europe with the former fully operational as of press time, and the latter's datacenter will be soon. The location of the servers will not affect the gameplay experience, said Firor, as "millions of players from Europe and beyond" can play on the North American server without latency or lag problems.

Users who noted some lag issues in Cyrodiil during the last scale test, will be pleased to know the issue was caused by a bug, not the servers. All players, no matter where they were located, experienced the particular problem.

"Regardless of a player's location or the datacenter being used, the confirmed efficiency of our platform architecture will prevent anyone from enjoying a gameplay advantage,' Firor continued. "As both datacenters become fully operational, we will continue to add capacity to meet the demands of gamers worldwide. And just to be fully prepared, we are adding overflow servers in the event we get even more players on day one than we are now forecasting."

Firor concluded his post noting that the team has been developing "lots of additional content" and the first post launch content update will be revealed soon. It will include the adventure zone Craglorn, which is dedicated to group-based, end-game PvE repeatable content.

The Elder Scrolls Online is slated for release on PC and Mac on April 4, and various subscription Amazon Deal Online packs will become available at launch.

PlayStation 4 and Xbox One versions of ESO are expected in June.

Comcast confirms man works for them

ELKHART, Ind. -- The Elkhart County Sheriff's Department says it was able to confirm with Comcast that the man spotted in the Amber Meadows Community on March 11 was their employee.

On Wednesday, deputies asked for the public's help in locating a man who was spotted in the Amber Meadows Community on CR22 between Zollinger Road and CR 28 on the morning of March 11.

The man approached a resident's home and said he was from Comcast and wanted residents to know Comcast would be in the area for the next two to three weeks doing maintenance and upgrades.

According to the sheriff's office, the Comcast logo on the man's jacket was not the typical logo used by the company.

The sheriff's department contacted Comcast. Their representatives said their employees do not operate in this manner and there is no work going on in the Amber Meadows Community.

Deputies later confirmed the man actually is a Comcast worker.

Miranda Hart review - 'Jolly and child-hearted, but not ambitious'

"This isn't just a show," Miranda Hart tells her 16,000-strong crowd. "Tonight, I thought we'd have a party." For fans of her TV work - and there are many - Hart's first standup tour is a cause for celebration. And so their heroine lays on balloons, a buffet (well, a few packets of Doritos) and communal singing.

"Such fun!" runs the catchphrase, and Hart certainly supplies that to anyone seeking a night of uncomplicated gaiety. But there's nothing novel, heartfelt or remotely surprising going on. It may be a risk for Hart to hit the arena circuit from a standing start but the show itself plays very safe.

She vaults her first major hurdle with a bit to spare, proving herself wholly at ease on the O2 stage. Displaying not a hint of nerves, she's supremely in control, an energetic, relentlessly upbeat hostess welcoming us to her "cocoon o' fun". And really, My, What I Call, Live Show is better considered as funhouse than standup. There's (consensual) audience participation, as we all simulate the soundtrack of a posh party. Two volunteers are packed off on a blind date, Hart leads us in a dance-along to Whigfield's Saturday Night, and we're obliged to karaoke to Gloria Gaynor's I Will Survive.

Are you getting a sense yet of the ruthless populism of this occasion? The choice of I Will Survive is symptomatic: almost everything here is familiar bordering on cliche. Jokes about the right time to fart in a new relationship? (There are lots of fart jokes.) Jokes about the faces we pull when suppressing a yawn? The embarrassment of having to run to catch a bus? This material's so old, I felt less inclined to laugh than to carbon-date it.

Sometimes, the conservatism of the whole enterprise is plain weird, as when Hart ends an anecdote about licking someone's fingers at a tea party with the surprise reveal, "I'm so sorry, vicar!" - as if being outrageous in front of the vicar were still (if it ever was) the last word in social faux pas. Elsewhere, we meet "an old major" who shouts "down, boy!" at his "dicky leg", and it starts to feel the jokes have been co-written by Agatha Christie.

There's better stuff elsewhere. Her ad libs are good, and reveal flashes of someone slyer and funnier than her own material. A routine on the behaviour adults should reclaim from toddlers is likeable, as is another about parents trying to rein in their errant child at a wedding. There's lots of physical comedy, although Hart's catalogue of silly walks aren't especially unusual or expressive.

Interest flickers into life when she addresses her current fame, but that's mainly because everything else seems designed to conceal rather than reveal the real Miranda.

Hart might have used her standup tour to share something of herself or discuss matters close to her heart. But the character she projects here - bumbling woman-child falling off the toilet - is as two-dimensional as her sitcom persona.

Several anecdotes ring patently untrue, and when she starts joking about how parents should behave to their teenage children, you think: whose life is this material derived from, and why isn't it hers?

I'm not saying all standup must be autobiographical. But there's something strikingly impersonal about much of Hart's observational comedy tonight. Where she succeeds is in fostering a party atmosphere, and delivering with brio the goofy, self-deprecating humour she knows her family audience enjoys. At its best, the night is attractively jolly and child-hearted. But it's not ambitious - and I didn't believe a word of it.

One of the worst winters on record has had a chilling effect on the auto business, leaving dealers' inventories in many parts of the country to pile up like so much unplowed snow. Potential car buyers tended to stay home where it was nice and warm, rather than brave the cold and slush to shop for a vehicle that would inevitably be violated by the elements. And who could blame them? Aside perhaps from a rough-and-tumble 4X4 SUV, few vehicles tend to show their best sides while being test-driven through a blinding snowstorm.

As a result the pendulous law of supply and demand is swinging the other way and is favoring car buyers for the first time in perhaps the last two years, with generous sales incentives and leasing deals blooming like crocuses to help dealers move the metal.

"It's no secret that severe weather has resulted in lower-than-expected sales, causing inventory levels to swell at most dealerships across the country," says Jesse Toprak, chief analyst for the auto website Cars.com. "Consumers will benefit from automakers and dealers who are willing to move standing inventory at a steep discount, with the most attractive specials found in large-vehicle segments."

We're featuring a cross-section of some of the richest incentives automakers are offering this month, but we found far more modest cash-back offers of $500-$1,000 and cut-rate financing programs out there for the taking. We counted no less than 30 brands offering at least token sales incentives this month.

The accompanying slideshow includes an amiable assortment of direct-to-consumer cash rebates, discounted financing promotions and/or so-called marketing-support incentives, which we call additional dealer discounts. Typically favored by luxury automakers, the latter are cash allowances given to dealers to lower the prices on select models without seeming to cheapen the brand by offering cash rebates. The only catch is that a dealer may or may not automatically pass them on without some hard-nosed negotiations.

Top sales incentives this month include up to $3,000 cash back or $500 and zero percent financing for up to 60 months on the popular Ford Escape crossover SUV, a $3,000 rebate or zero percent financing on the highly regarded Cadillac ATS compact sport sedan and a whopping $7,000 additional dealer discount up for grabs on the sultry BMW 6 Series line of luxury sport coupes and convertibles.

What's more, the deals are even more plentiful for those who are willing to lease, rather than buy a vehicle outright, given the continuing combination of low interest rates and relatively high residual values. Not surprisingly lease penetration is at its highest level on record, representing 26.5 percent of all new-vehicle transactions in February according to the market analysis firm J.D. Power.

We're likewise featuring some of the best leasing bargains of the month in the accompanying slideshow. These include the new-for-2014 Jeep Cherokee SUV going for $239 a month, the fuel-saving Toyota Prius hybrid hatchback at $279 a month and the Honda Civic Sedan with a monthly payment of just $159, which for most of us would be the equivalent of a daily visit to Starbucks.

Lease deals are typically featured prominently on automakers' websites and in dealers' advertising, but be aware that most can be fine-tuned to suit a consumer's needs or preferences. A lower monthly payment can usually be achieved by entering into a lease with a lower annual mileage limit or by agreeing to a higher initial down payment. Conversely, those looking for a lease with less money down or a more generous mileage limit would likely be subject to a higher monthly payment.

Further, keep in mind that sales and lease incentives come from the automaker. Dealers who are looking to winnow down their excess inventories will likely be in a position to give up a substantial portion of their markups this month on most models to help jump-start sales. This includes vehicles that are being leased as well as those that are purchased outright. Never purchase or lease a new vehicle based solely on a given monthly payment - be sure to check prices on the Internet and run the numbers to ensure you're getting the best possible deal. Negotiate with a vehicle's so-called invoice price as a target (this is usually a few percent above a dealer's actual cost), and that's before deducting any applicable rebate or subsidized dealer discount.

Employment Minister Jason Kenney confirmed that after months of back-and-forth negotiations, all territories and provinces with the exception of Quebec have accepted a Discount in principle on the Canada Job Grant, a centrepiece proposal made by the federal government during last year's budget, as CBC News reported yesterday.

"I am pleased to announce that we have arrived at an agreement in principle with 12 provincial governments and territories on their delivery of the Canada Job Grant," Kenney said during a speech to an audience gathered for the Manning Networking Conference in Ottawa on Friday.

Nova Scotia, which appeared to be offside with its provincial counterparts, now says it also secured an agreement with Ottawa after Premier Stephen McNeil spoke with Kenney today.

"The province has secured an agreement with the federal government to ensure that Nova Scotia's concerns with the Canada Job Grant are addressed," a statement issued by the premier's office said.

"I communicated to Mr. Kenney that the Canada Job Grant must work better for Nova Scotians," McNeil said in the written statement.

"The program must be affordable for our small businesses and must protect employment support for our most vulnerable citizens."

The news of an agreement-in-principle with all the provinces except Quebec appeared to surprise Nova Scotia officials who said they still had concerns.

The provinces plan to iron out whatever concerns remain on a bilateral basis with the federal government.

"We're going to continue working with provinces and territories on the details in the days to come," Kenney said.

After his speech, Kenney told reporters he spoke with Ontario Premier Kathleen Wynne Friday morning. Wynne is also chair of the council of the federation, a group that brings Canada's premiers together twice a year.

"I understand that the Council of the Federation will be issuing a statement today indicating that 12 provinces and territories appreciate the final federal offer and the flexibility that is shown within it. They apparently will be expressing some concerns and look forward to moving forward with us on a bilateral basis," Kenney said.

Saskatchewan Premier Brad Wall, who is also in Ottawa for the Manning Conference, backed Kenney's announcement telling reporters there is a deal in principle and that each province and territory, except Quebec, will now move to implement it bilaterally.

"I believe this is good news for unemployed Canadians, it's good news for taxpayers who will get better bang for their buck, it's good news for the economy because we'll increase the private sector investment in skills development," Kenney said.

The terms of the agreement-in-principal have not been made public.
